Some Americans are finding the government-issued coupons used to help pay for digital television converter boxes are expiring before they can be redeemed, House lawmakers said Tuesday.

Beginning Feb. 17, the Department of Commerce will begin distributing coupons to help pay for special digital TV converter boxes.

On the same day, three major retailers are expected to begin selling the boxes, the agency said Thursday.
