This plan has been developed to provide the Office of Research and Development (ORD) with a guide for implementing a research program that addresses high priority needs of the Nation relating to its drinking water and wastewater infrastructure.

By identifying these critical needs through an inclusive process with internal and external stakeholders, ORD can select technology research, development and demonstration projects for resource investment and can play a national and international leadership role by cooperating and collaborating with its federal, national and international research partners.
